Fixes the bing web engine, it was just using the first word of the query for the search and return random junk other times. see: vojkovic#10
Swapped to use bing's setlang and cc params. I found us, cn, ru return complete garbage 100% of the time. I reckon that if you don't have an ip address from there it will just return garbage, so those three are skipped. Also removed accept language override because it didn't change anything anymore.

Only Bing-Web has been reworked.
Some features now require JavaScript (paging and time-range results).
Cookies no longer work, parameters such as `cc`, `ui`, ... alter the results.
The engine only appears to use the locale from `Accept-Language` header properly.
The rest of Bing's child engines (Bing-Image, Bing-Video, ...) seem to benefit
from using `mkt` param in conjunction with the `Accept-Language` header
override, although Bing-Web does not (?)

Implements a fetch_traits function for the Bing engines.

Most engines that support languages (and regions) use the Accept-Language from
the WEB browser to build a response that fits to the language (and region).

The language_support variable is set to True by default,
and set to False in only 5 engines.
Except the documentation and the /config URL, this variable is not used.
This commit remove the variable definition in the engines, and
set value according to supported_languages length: False when the length is 0,
True otherwise.

so it is possible to easily remove all unused import using autoflake:
autoflake --in-place --recursive --remove-all-unused-imports searx tests
When selecting other languages than 'en', bing-video did not handle the language
correct and gave very bad results. Since User-Agent is normaly rotated in
searx, the behavior of a !biv search was unpredictable and paging was broken.

Add match_language function in utils to match any user given
language code with a list of engine's supported languages.
Also add language_aliases dict on each engine to translate
standard language codes into the custom codes used by the engine.
